Here Are The Facts...

FACT: Allegations Have Been Made
There have been many accusations made against the Board of Directors of the Monterey County Deputy Sheriff’s Association, which has caused much turmoil within our ranks. The Board obtained a list of complaints from the unsanctioned meeting that was recently held at the sheriff’s posse grounds. In addition, anonymous emails have been sent to the membership and media.

FACT: Commander Joe Moses Has Discredited The DSA
Commander Joe Moses has taken to the news media to air his grievances and misbeliefs to the public. By doing so he has tried to bring discredit to the DSA and thereby all of the members within the Monterey County Deputy Sheriff's Association.

FACT: The Commanders Were Voted Out Of The Association
The members recently petitioned to have the commanders removed from the DSA. As a Board, we were not able to comment or take part in the petition except to act on the petition by holding a vote. The vote overwhelmingly supported the removal of the commanders from the DSA. Because of the current MOU and the law, we are continuing to work with the commanders to assist them in transitioning to their own association.

FACT: An Audit Has Been Ordered
Because of the accusations that have been publicly aired, the Board wanted to take the time to truly understand what services the DSA has been paying for and verify that funds were spent appropriately. An audit was recently called for and we are working to find a company to complete the audit. The Board has decided to complete a Forensic audit that will not only reconcile the accounts but review the spending for any discrepancies. This is not done during a normal audit. In order to include all the spending that has been brought into question, the Board has elected to start the audit at the end of the fiscal year.

FACT: Christian Schneider IS NOT A Campaign Manager
One item that has continually been thrown to the media and the members is the claim that their has been a misappropriation of funds and the Board had “laundered” money into the political campaign of Scott Davis through Pivotal Campaign Services. The Board met with Christian Schneider of Pivotal Campaign Services to inquire about these charges. We had a general understanding of what services were provided but wanted to clarify the companies position and ensure that we were doing nothing wrong.

FACT: The Association Paid Pivotal Campaign Services BEFORE Scott Davis For Sheriff Campaign Existed
Pivotal Campaign Services was hired by the DSA in the beginning of 2016. We pay the company a monthly retainer to advise the DSA Board on issues related to the DSA, Public Relations, Political and Legal Advice (PAC), Code Red, and other committees that were previously set up by the Board such as the fundraising and donations committee. Pivotal Campaign Services answers directly to the DSA President and is available to the President 24/7.

FACT: The Association's Political Action Committee Is Allowed To Donate To The Scott Davis For Sheriff Campaign
Pivotal Campaign Services can continue to advise the DSA and DSA PAC on contributions to candidates running for office, but by law, cannot advise on any campaign they are currently involved in. As such we, the DSA, were able to donate to Scott Davis’ campaign through the PAC after the membership voted to endorse him. The PAC cannot use Pivotal Campaign Services to advise on any additional spending toward Scott Davis’ campaign as that would be considered an “Independent Expense,” such as mailers or flyers printed at the expense of the PAC. To date no independent expenses have been incurred by the DSA PAC related to the Scott Davis campaign. Thus, there has been no money laundering and no unlawful use of funds.
